Declare a stack of pairs that will store information about the soldiers: the height and index. We’ll process the soldiers one by one, starting from the leftmost one. When processing the -th soldier:
remove from the stack the soldiers whose height does not exceed the height of the -th soldier (i.e., those soldiers whose height is less than or equal to the height of the -th soldier);
the soldier at the top of the stack will be the closest previous soldier whose height exceeds the height of the -th soldier. If the stack is empty, then the -th soldier has a clear visibility;
push the information about the current soldier to the stack, that is, a pair (soldier's height, soldier's number);
At any given moment, the stack stores soldiers sorted in descending order of their height. When a new soldier arrives, all soldiers in the stack with a height less than or equal to his are removed. Then the new soldier takes the position at the top of the stack.
